Well the good news is that it does not take alot to get started. 1. A Motherboard that is OC friendly. By this I mean a MB that has adjustments for the FSB and multiplier (if an AMD board). 2. If you are overclocking an AMD Duron or T-Bird a sharpened soft pencil 3. A willingness to be laughed at by your peers and to possibly destroy your precious CPU. The above are the only mandatory requirements. However since you will be stressing your system beyond design specifications, let's take a look at a few additional things. CPU Cooling Depending on how far you depend to take your processor you may need to get a bigger/better HSF. For example my stock T-Bird 850 MHz came with a cooler master heatsink and, using it along with the stock thermal pad my chip was running at 47C under full load at stock speeds. With a SwiftTech MC370 HSF using Arctic Silver II thermal paste and, a better designed case my CPU now runs 39C at full load at 1GHz!
