Riley's Speech on the State of Education, 1998

Secretary of Education Riley addressed the nation a few days before the newest TIMSS report comes out. He talked about increasing standards and expectations for students. Mr. Riley sees middle school as the logjam in which students are being lost. The TIMSS report on 12th grade achievement in math and science indicated that this is so. Riley would like an emphasis on basics, but he feels balance in all subjects is better than the fad like attitude of educators. Riley felt the basics are a precondition for quality.

Interestingly, he felt that access to technology is important. The key is to integrate knowledge into lesson plans. Mr. Riley supports private and parochial school education. He does not support vouchers because they will not allow these schools to remain independent. In his estimation, the money must be used to fix the decaying infrastructure.

One of his last pleas was to seniors. He encouraged them to support bond issues. Don't forget...someone helped pay for your child's education. Education is a benefit for all. Finally, he quoted Vice-President Gore. "(Diversity)... is a fact of the world." Diversity matters in higher education.
