NCAP, the second oldest AIDS agency in the state, was founded in 1985 by Gerard Wagner, a Litchfield County resident with AIDS. A grassroots organization, NCAP initially consisted of a hotline in Gerard’s kitchen. Until his death in 1986, Gerard dedicated himself to enlightening people about the AIDS crisis, and to helping others with HIV/AIDS.
Today, NCAP has grown into a fully functioning office with trained social workers, educators, counselors, board of directors, and an established service provider network. The agency has served clients in every town in the county.
